Orange County has no breed ban. Dangerous-dog status is decided by an animal's behavior, biting or attacking, not its breed, under the county ordinance and North Carolina's Dangerous Dog Law (N.C.G.S. §67-4.1).
North Carolina does not preempt local breed-specific rules, but Orange County has not adopted any. Instead, the county Animal Control Ordinance (Sec. 4-42) and N.C.G.S. §67-4.1 classify a dog as 'dangerous' or 'potentially dangerous' based on conduct, for example biting and causing serious injury without provocation, killing another animal, or approaching a person aggressively. A declared dangerous dog must be securely confined, and the owner faces containment, signage, and liability requirements. Chapel Hill and Carrboro are likewise behavior-based, not breed-specific, so no breed is banned anywhere in Orange County.
Owning a declared dangerous dog without required confinement is a Class 1 misdemeanor under N.C.G.S. §67-4.3. County penalties, impoundment, and strict civil liability for any bite injury also apply.
