Nebraska does not preempt breed-specific laws, but no city in Sarpy County has enacted one. Bellevue introduced an Omaha-style ordinance in 2021 that would have required "bully breeds" muzzled in public and voted it down, so pit-bull-type dogs face no breed rule there, in Papillion, or in La Vista. Instead the county and its cities rely on Nebraska's dangerous-dog law, sections 54-617 to 54-624, which classifies a dog as "potentially dangerous" or "dangerous" by its behavior. Once a dog is declared dangerous, the owner must have it spayed or neutered and microchipped within thirty days and confine it securely. Sarpy County formally adopted these dangerous-dog provisions by resolution.
Keeping a declared dangerous dog without the required spay/neuter, microchip, and secure confinement violates the statute and can lead to citations, impoundment, and, after a serious attack, an order to euthanize the animal.
