Monterey County treats cats more leniently than dogs. According to Monterey County Animal Services, cat licensing is voluntary, but a rabies vaccination is required once a cat reaches 4 months of age, the same age threshold that applies to dogs. There is no countywide cat leash or confinement-at-large requirement equivalent to the dog at-large rule, so cats may roam more freely; however, MCC 8.20.030 requires that a female dog or cat in season (in heat) be confined within an appropriate enclosure to prevent escape and accidental breeding. The kennel definition in MCC 8.04.010 also applies to cats, so breeding a cat more than once per year or keeping two or more litters per year requires a Breeder/Kennel permit. For unowned, free-roaming community cats, Monterey County Animal Services and the SPCA for Monterey County support trap-neuter-return (TNR): healthy feral cats are humanely trapped, spayed or neutered, vaccinated, ear-tipped, and returned to their colony. The SPCA offers free spay/neuter for feral cats (limited cats per caretaker), and County Animal Services accepts feral cats brought in a humane trap on a scheduled day. Cat owners should still vaccinate against rabies, microchip, and prevent nuisance, since general nuisance provisions (MCC 8.36) can apply to problem situations.
Failing to confine a female cat in season can violate MCC 8.20.030. Breeding cats at kennel levels without a permit violates MCC 8.04.010. Cats are not subject to a leash-law violation because no cat at-large rule was found, but nuisance conditions involving cats can be addressed under MCC 8.36.
