Monterey County prohibits loud and unreasonable sound in unincorporated areas every night from 10:00 p.m. to 7:00 a.m., with measured limits of 45 Leq dBA and 65 dBA maximum at the property line.
Monterey County Code Section 10.60.040 (added by Ord. adopted Dec. 16, 2014) makes it unlawful to make, allow, continue, or cause any loud and unreasonable sound any day of the week from 10:00 p.m. to 7:00 a.m. the following morning in the unincorporated area. A 'loud and unreasonable sound' is any sound exceeding the Table 1 exterior nighttime standards: an hourly equivalent sound level (Leq) of 45 dBA and a maximum level of 65 dBA. Measurements are taken at or outside the property line of the source, with the microphone five feet above the ground per Section 10.60.040(D). The rule applies in both the coastal and non-coastal unincorporated zones.
Violations are enforceable as a nuisance by County Code Enforcement and the Sheriff. Continuing violations may be abated and prosecuted under the general penalties of the Monterey County Code (Title 1). Residents may report violations through the County's Noise Complaint Hotline operated by Housing and Community Development.
