The Monterey City Code Chapter 20 governs parking citywide. Under Section 20-67, no vehicle may park on a city street or alley for more than 72 consecutive hours; vehicles found in violation may be warned, cited, or towed. The overnight parking framework is in Section 20-85.5 and its companion sections 20-85.3 and 20-85.4 (Fairground Road and Sand Dunes Drive). These sections prohibit camping or sleeping in motor vehicles overnight (typically 10 p.m.-6 a.m.) and restrict commercial-vehicle staging overnight in residential areas. There is an explicit carve-out for commercial vehicles making bona-fide pickups or deliveries from a building or structure on the restricted street, including delivery of materials for actual construction or repair. Residential Parking Permits (RPP) are required to park beyond one hour in designated residential RPP districts.
Vehicles parking longer than 72 hours, parking overnight in restricted areas without a permit, or staging commercial vehicles in violation of 20-85.5 may be cited, fined, and towed. The Monterey Public Works Parking Division (831-646-3953) administers permits.
