Monterey County does not have a county-wide ordinance prohibiting overnight on-street parking in unincorporated areas. The 72-hour rule under Chapter 12.72 and Cal. Veh. Code section 22651(k) governs, and zoning Chapter 21.57 limits living/sleeping in stored RVs.
Research of Monterey County Code Title 12 (Vehicles and Traffic) and the Sheriff's published enforcement guidance identifies no county-wide overnight on-street parking prohibition for unincorporated areas. The principal restrictions applicable to overnight parking are: (1) the 72-hour limit on continuous on-street parking under MCC Chapter 12.72 and Cal. Veh. Code section 22651(k); (2) location-specific 'no parking' restrictions established under Chapter 12.28 for individually listed streets in unincorporated areas (for example, Creekside Terrace in Toro Park); and (3) the zoning prohibition on using stored major recreational equipment 'for living or sleeping purposes' in RES/Seaward zones under Chapter 21.57. Temporary residence in an RV or mobile home on a construction site is allowed only under section 20.64.070, which requires an active building permit, limits the temporary residence to 18 months from permit issuance, and prohibits more than one temporary residence per lot. The City of Monterey and other incorporated cities within the county impose their own overnight rules that do not apply in unincorporated territory.
Vehicles left over 72 hours may be marked and towed under Chapter 12.72 and Cal. Veh. Code section 22651(k). Using a stored RV for living/sleeping outside a permitted temporary residence period is a zoning violation. Posted local 'no parking' restrictions on specific streets are enforced by the Sheriff.
