Horses are permitted in Upper Freehold, Colts Neck, and Middletown equestrian zones with minimum acreage (typically 2 to 3 acres for first horse). Goats and pigs face stricter density limits.
Unauthorized livestock: notice to remove within 10 to 30 days. Continued violation: $100 to $500 per day. Nuisance conditions or roosters: immediate citation. Monmouth County Board of Health can condemn unsanitary coops. Right to Farm preempts local enforcement for qualifying agricultural operations.
