Macomb County Animal Control enforces the Michigan Dog Law and its Best Practices requiring dogs to be leashed and under effective control any time they are off the owner's property. Loose, unlicensed, or straying dogs may be captured and impounded.
The state Dog Law (MCL 287.262) makes it unlawful for an owner to allow a dog to stray unless held properly in leash, except for working dogs actively engaged in trained activities. The county's Best Practices (Section 3.1) require that whenever a dog is off the owner's property it be restrained with a leash sufficient to maintain effective control, and define 'at large' as an animal off its owner's premises not under secure restraint by a leash not exceeding six feet, or not under a competent person's charge. Animal Control deputies may capture dogs running at large in violation of local, county, or state law. Cities and townships may adopt their own leash ordinances under MCL 287.290.
Dogs running at large may be captured and impounded; owners pay impound, microchip, and licensing fees before redemption. A dog off-property without a valid tag violates MCL 287.262. Best Practices violations are a misdemeanor.
