Enforcement is by the Yellowstone County Sheriff's Office (YCSO); impounded dogs go to the Yellowstone Valley Animal Shelter and are held 72 hours or until owner pickup, after which they may be adopted out. Billings and other incorporated towns set their own, often stricter, leash rules. Rural areas without a specific ordinance provision fall back to the state at-large framework.
Violation of a county dog-at-large ordinance is a misdemeanor under MCA 7-23-2108; the county may also impound the dog.
