New York Environmental Conservation Law 11-0512 and Agriculture & Markets Law 370 ban private possession of lions, tigers, bears, wolves, nonhuman primates, venomous reptiles, crocodilians, and many other species statewide, including all of Oneida County. Grandfathered owners who possessed the animal before enactment may keep it with a DEC license but cannot acquire new ones. NYSDEC Region 6 (Utica-area) handles permits and seizures. USDA-licensed exhibitors, accredited zoos, and AZA facilities are exempt. Common domestic exotics like ferrets, sugar gliders, hedgehogs, and most reptiles remain legal. Violations can result in animal seizure, criminal misdemeanor charges, and mandatory surrender to a sanctuary.
Illegal possession of a wild animal under ECL 11-0512 carries fines up to $500 per day per animal plus seizure. AG&M 370 violations can trigger misdemeanor charges.
