NYC Health Code §161.01 prohibits keeping wild or exotic animals as pets, including all non-domesticated mammals, reptiles over certain sizes, and venomous animals. The ban covers ferrets, which are specifically prohibited under §161.01(b)(10). Violations carry fines and animal seizure.
NYC Health Code §161.01 maintains one of the broadest exotic animal bans in the US. Prohibited animals include all non-human primates, bears, large cats, wolves, venomous reptiles, alligators and crocodiles, and any animal that is wild, ferocious, or a danger to humans. Ferrets are specifically banned under §161.01(b)(10), making NYC one of the few US cities to ban them. Hedgehogs are also prohibited. Allowed pets include domesticated dogs, cats, small caged birds, tropical fish, small turtles (carapace over 4 inches per federal law), guinea pigs, hamsters, and rabbits. The DOHMH enforces these rules and has authority to seize prohibited animals without a warrant when there is an imminent health risk. Animal Care Centers of NYC (ACC) handles confiscated animals. NY State Environmental Conservation Law also prohibits certain species statewide.
Keeping a prohibited animal: civil penalty of $200–$2,000 per violation. The animal will be seized and may be euthanized if no appropriate sanctuary is available. Repeat violations can result in criminal misdemeanor charges.
