LAMC 53.38 requires a permit from the Department of Animal Services to keep any wild, exotic, dangerous, or non-domestic animal or reptile. Keeping such animals must also conform to zoning regulations under LAMC Article 2, Chapter I. LAMC 53.39.1 separately regulates exhibition of wild or exotic animals in circus or performing animal shows.
Under LAMC 53.38, no person shall have, keep, or maintain any wild, exotic, dangerous, or non-domestic animal without first applying to and receiving a permit from the Department of Animal Services. The permit process requires proof of adequate enclosure, liability insurance, and compliance with zoning. LAMC 53.39.1 requires permits for exhibitions involving wild or exotic animals performing for live audiences. The California Fish and Game Code and federal Endangered Species Act impose additional layers of regulation. Venomous reptiles, large cats, primates, and bears are among the most restricted categories.
Keeping exotic animals without a permit is a misdemeanor under LAMC 53.38. Fines range from $250-$1,000 per animal. Animals may be seized by the Department of Animal Services. Repeat offenders face increased fines and potential jail time of up to 6 months.
