Michigan's Large Carnivore Act prohibits private ownership of big cats and bears statewide. The Wolf-Dog Cross Act bans new wolf-dog hybrids. Municipalities cannot authorize what state law prohibits.
The Large Carnivore Act (MCL 287.1101 et seq.) prohibits possession, breeding, or transfer of large carnivores including lions, tigers, leopards, jaguars, cheetahs, cougars, panthers, and bears, with limited exceptions for zoos and sanctuaries. The Wolf-Dog Cross Act (MCL 287.1001) bans acquiring new wolf-dog hybrids after 2000. Non-native venomous reptiles and large constrictors face additional rules under the Natural Resources and Environmental Protection Act. These prohibitions universally apply across Michigan and preempt any local authorization to keep banned species.
Misdemeanor under MCL 287.1115 with fines up to $1,000 and 90 days jail; felony for repeat or dangerous releases.
