Baytown, TX Animal Ordinances: Livestock (2026)

The City of Baytown regulates livestock under Chapter 6 (Animals) of the Code of Ordinances and the zoning ordinance. Livestock including horses, cattle, goats, sheep, swine, and other large animals are generally prohibited in standard residential zoning districts. Properties zoned for agricultural use or meeting minimum acreage requirements may be permitted to keep livestock subject to setback, enclosure, and sanitation requirements. Livestock must be kept in secure enclosures that prevent escape onto public roadways or neighboring properties. Minimum distances from neighboring residences are required for livestock enclosures and manure storage areas. Manure must be managed to prevent odor, fly breeding, and runoff into stormwater systems. Livestock running at large on public roads creates a significant safety hazard and is strictly enforced.
