Baytown does not have breed-specific legislation (BSL). No dog breeds are banned or subject to special restrictions within the city. Texas state law does not ban specific breeds and generally preempts local breed bans. Baytown enforces dangerous dog laws based on individual dog behavior rather than breed under Chapter 14 and Texas Health & Safety Code Chapter 822.
Baytown does not maintain breed-specific restrictions or bans on any dog breeds including pit bulls, Rottweilers, German Shepherds, or other commonly restricted breeds. The city follows Texas state law, which addresses dangerous dogs based on behavior rather than breed under Health & Safety Code Chapter 822. A dog of any breed can be declared 'dangerous' if it makes an unprovoked attack that causes bodily injury outside the dog's enclosure, or commits unprovoked acts that cause a person to reasonably believe the dog will attack. Owners of declared dangerous dogs must register them, maintain specific enclosure standards, obtain liability insurance ($100,000+), and post warning signs. Baytown animal registration does not require breed identification for licensing purposes. HOAs may have breed restrictions in their CC&Rs.
While there are no breed-based violations, dangerous dog violations under Chapter 822 are serious. Failure to register a declared dangerous dog, maintain proper enclosure, or carry insurance can result in Class C misdemeanor charges. If a dangerous dog causes serious injury, the owner can face felony charges. Contact Baytown PD at (281) 422-8371.
