Raising cattle, horses, hogs, sheep, or goats on unincorporated land is not limited by county zoning, which the county has no power to enact. Two state frameworks matter. Second, the Texas Right to Farm Act (Agriculture Code Chapter 251) protects an agricultural operation that has run lawfully and substantially unchanged for one year or more from nuisance actions by newer neighbors. Animals running at large under a stock law can be impounded as estrays and the owner held liable for damages. A barred nuisance plaintiff may owe the operator defense costs and attorney's fees under Sec. 251.004.
