Its only tool is Texas Health & Safety Code Chapter 343, which lets a county declare high weeds, rubbish, and unsanitary matter a public nuisance and abate them in certain populated unincorporated areas near platted subdivisions. Cities set their own standards: Pearland's Code Section 13-17 prohibits allowing weeds or grass to exceed nine inches on any premises, including adjacent right-of-way and open drainage ditches up to the pavement.
Under H&S Code Ch. 343 the county may abate the nuisance and assess costs after notice. Pearland cites the owner, abates, and can lien the property for mowing costs.
