Livestock farming is a core permitted use across Glenn County's agricultural zones. The county code defines livestock to include cattle, horses, goats, sheep, poultry, and similar species, regulates strays and confined animal facilities, and a Right to Farm chapter protects established agricultural operations from nuisance claims.
Glenn County Code Section 8.04.010(N) defines "livestock" to include all domesticated bovine, equine, caprine, ovine, avian, poultry, and rodent species, and Section 8.04.010(U) defines a "stray" as livestock off the owner's premises, not under restraint, and not in the owner's immediate presence. Animal control may take up and impound stray livestock found at large on public property and, when requested in writing, act as the owner's agent to impound strays on private land (Section 8.04.070(D)-(E)). Title 15, the Unified Development Code, permits livestock farming in agricultural zones (for example FA, AE, AP, FS) including raising, feeding, and breeding horses, cattle, sheep, and goats. Larger operations meet the definition of a "confined animal facility" under Section 11 of the Title 15 definitions, animals penned for agricultural-commercial purposes where feeding is other than grazing for more than 45 days a year, and a new or expanded confined animal facility typically requires a conditional use permit. Chapter 15.580, Right to Farm, declares that properly conducted commercial agricultural operations are not a nuisance and requires disclosure to nearby buyers.
Letting livestock stray at large, or operating a confined animal facility without the required permit, can lead to impoundment, fees, and zoning enforcement; redemption of impounded livestock requires paying all fees and showing ownership.
