Beekeeping is well established in agricultural Glenn County. The county's Unified Development Code lists operation of apiaries as a permitted use in agricultural zones such as AP and FS. There is no dedicated hive-count ordinance; California law also requires apiaries to be registered with the county agricultural commissioner.
Glenn County's Title 15 Unified Development Code treats beekeeping as an agricultural activity. Section 15.460.020(H) lists "operation of apiaries and dairies" as a permitted use in the AP (Agricultural Preserve) zone, and Section 15.470.020(H) does the same for the FS (Farmland Security) zone. Section 15.560.030(B) exempts apiaries and aviaries, along with livestock grazing, crop and tree farming, and animal husbandry, from several performance standards that apply to other uses. The county does not publish a separate ordinance capping the number of hives or setting hive setbacks for residential parcels, so siting follows the zone's general agricultural and accessory-use provisions. Statewide, California Food and Agricultural Code Sections 29040 and following require beekeepers to register their apiary annually with the agricultural commissioner of each county where bees are located and to identify hives, which supports pest and disease tracking and notice for pesticide applications. Beekeepers in unincorporated areas should confirm their parcel's zoning and register their apiary with the Glenn County Agricultural Commissioner.
Operating an apiary in a zone where it is not a permitted use, or failing to register the apiary with the county agricultural commissioner under state law, can trigger zoning enforcement or state penalties.
