010. 020 defines a covered Electric Vehicle Charging Station as supply equipment built to Article 625 of the California Electrical Code that delivers power into a plug-in vehicle, and defines a Specific, Adverse Impact as a significant, quantifiable, direct and unavoidable public health or safety impact measured against written standards in place when the application was deemed complete. 030, the building official must run an expedited administrative review against a published checklist, which may draw on the state's Plug-In Electric Vehicle Infrastructure Permitting Checklist, and that checklist must be posted on the county's website.

040 requires the applicant to verify the installation won't create a specific adverse impact by checking electrical system capacity and loads, wiring, bonding and overcurrent protection, affected building infrastructure and conduits, and the charging equipment and parking areas. A complete application under the checklist is processed promptly and approved once it meets the checklist and applicable codes; an incomplete one draws a written correction notice listing every deficiency, and the county must accept electronic submittals and electronic signatures on all forms. 050 limits the building official to requiring a discretionary use permit only when substantial evidence shows a specific adverse impact, and bars conditioning approval on sign-off from a homeowners' association as defined in Civil Code § 4080.

060 requires the equipment and its installation to meet the California Electrical Code, SAE, NEMA and UL standards, treats EV charging as a continuous load in electrical load calculations, and requires anchorage to meet the California Building or Residential Code.
