Unincorporated Glenn County has no blanket residential street-parking time limit. Under Code Section 11.08.005, the Board of Supervisors restricts parking on specific county roadways only by resolution, with signs or curb markings posted. On ordinary rural roads, the California Vehicle Code controls.
Parking in unincorporated Glenn County is governed by Title 11, Chapter 11.08. Rather than a county-wide time limit, Section 11.08.005 provides that 'in accordance with section 22507 of the Vehicle Code of the State of California the Board of Supervisors may determine the necessity of prohibiting or restricting parking or standing of vehicles on certain portions of County roadways,' and that those portions 'shall be established by resolution.' Such restrictions are not effective until 'appropriate signs giving notice that parking is prohibited or restricted are erected,' and 'in lieu of signs, curb markings in accordance with section 21458 of the Vehicle Code' may be used. The County Road Commissioner is charged with erecting signs and installing curb markings. Section 11.08.007 lets the Board designate restricted parking areas on county-owned lots, driveways and roadways, requiring permits, time limits or reserved spaces with posted signs at each entrance and exit. Parking violations are civil 'fines' under Section 11.08.030 (the county adopted AB 408, removing parking violations from the court system), with the fine schedule set by Board resolution rather than in the code itself. Because there is no general rural-road time limit, everyday street parking elsewhere follows the California Vehicle Code, including its rules against blocking traffic, hydrants and driveways.
Parking contrary to a posted or curb-marked restriction, or in a designated county lot in violation of posted rules, is a civil parking violation enforced through Chapter 11.08. Fines follow the schedule set by Board of Supervisors resolution; fines are delinquent after 30 days, and a 50% late penalty is added ten days after a delinquent notice is mailed (Sec. 11.08.050).
