Glenn County Code Chapter 11.09 restricts heavy commercial vehicles in the Unincorporated Residential Area. Vehicles over 14,000 pounds may not use non-truck-route county roads there, and vehicles over 10,000 pounds may not park on county roads fronting residentially zoned property in the Orland or Willows spheres.
Glenn County regulates commercial vehicles through Title 11, Chapter 11.09 (Use Restrictions On Commercial Vehicles), adopted by Ordinance 1290 in 2020. Section 11.09.020 provides that, except as otherwise allowed, 'no person may drive, operate, or tow a commercial vehicle with a gross weight exceeding 14,000 pounds on any County Road, not designated as a Truck Route, located within the Unincorporated Residential Area' (citing Vehicle Code Sections 35701 and 35712). For parking, Section 11.09.040 states that 'no commercial vehicle with a gross vehicle weight rating exceeding 10,000 pounds may be parked on any County Road, or portion thereof, within or on the frontage of any residentially zoned property in the unincorporated areas within the Spheres of Influence for the City of Orland or the City of Willows' (citing Vehicle Code Section 22507.5). The 'Unincorporated Residential Area' is defined by specific road boundaries in Section 11.09.012, and these restrictions take effect only after the Director of Public Works erects signs (Section 11.09.050). Exceptions in Section 11.09.060 cover utility and contractor vehicles working on utilities, ambulances and hearses, authorized emergency vehicles, agricultural/industrial enterprise vehicles, and direct-route pickups and deliveries. The Director may issue special permits for heavier vehicles for good cause (Section 11.09.070). Penalties appear in Section 11.09.120.
Under Section 11.09.120, most violations of Chapter 11.09 are an infraction punishable by a $100 fine for a first violation and $200 for a second within 12 months; a third or later violation within 24 months is a misdemeanor punishable by a fine of $300 to $500, up to six months in county jail, or both. A violation of the residential parking rule in Section 11.09.040 carries a $35 civil parking penalty per violation.
