Under the Municipal Land Use Law (N.J.S.A. 40:55D-1 et seq.), each Passaic County municipality decides through zoning whether livestock such as horses, goats, sheep, pigs, or cattle may be kept, on what minimum lot size, and with what setbacks for barns and manure. Commercial farms that qualify may receive protection under the Right to Farm Act (N.J.S.A. 4:1C-1 et seq.), administered with the County Agriculture Development Board, but this does not override residential zoning for hobby livestock. Rural western townships (West Milford, Ringwood) are more permissive than eastern cities. Confirm with your municipal zoning office.
