Perris Municipal Code Section 8.01.090 allows large animals (horses, cattle, sheep, goats, swine, llamas, donkeys, mules) only on lots of at least 20,000 square feet, 150 feet from any occupied neighboring residence, with density limits of two per 20,000 sq ft, three per 30,000 sq ft, and four per acre. Most large livestock are limited to RA or A1 zoning.
Reflecting its semi-rural, agricultural-edge character, Perris does allow horses and livestock, but only on larger parcels under tightly defined limits in Section 8.01.090. Subsection (a) makes it unlawful to keep any bovine, sheep, buffalo, ox, ostrich, donkey, horse, mule, llama, goat or swine unless the lot is at least 20,000 square feet, the animal is kept at least 150 feet from any occupied residence on adjacent property, and there are no more than a collective total of two large animals (horses, mules, buffalo, ostrich, llama, bovine, sheep, goats, ox, cattle, donkey or swine). Subsection (b) sets the density schedule: two large animals on at least 20,000 square feet; three on at least 30,000 square feet; four on at least one acre; and more than four only on property greater than one acre, with at least 20,000 square feet per animal. Critically, subsection (c)(2) provides that a horse, llama, buffalo, ostrich, sheep, goat, swine, bovine, ox, donkey, elephant or mule may be kept only if the property is zoned RA or A1. Section 8.01.290 reinforces that animals other than ordinary pets generally may not be kept within 100 feet of another residence unless zoning allows. Owners must keep premises sanitary under Section 8.03.060, removing manure at least once a week. Potbellied pigs are handled separately under Section 8.01.100 and require a city license.
Keeping large animals on an undersized or wrongly zoned lot, exceeding the density limits, or violating setbacks is a code violation; City of Perris Animal Control and code enforcement may issue citations and order abatement or removal of the animals.
