Perris Municipal Code Section 8.02.050 requires dogs on public streets, alleys and public property to be on a substantial chain or leash not exceeding six feet, held by a competent person. On private property a dog must be confined by fence, wall, chain or leash. Section 8.02.060 requires a leash on school, park and municipal golf course property.
The City of Perris writes its own animal code in Title 8 of the Perris Municipal Code (adopted by Ordinance No. 1380 in 2019), so it does not simply borrow Riverside County's rules. Section 8.02.050 (Restraint of dogs) states that no person shall permit a dog to be on a highway, street, alley or other public property unless it is 'restrained by a substantial chain or leash not exceeding six feet in length' and is under the charge of a person competent to control it, unless the property owner gives written permission otherwise. On private property the same section requires the dog to be restrained by a fence, wall, substantial chain or leash; if a person is handling the dog the leash still may not exceed six feet. Section 8.02.060 (Dogs on public property) separately bars any dog except a guide dog for a blind person from public school property, park property or municipal golf course property without being on a leash. A dog off-leash on public property is 'at large' under the Section 8.01.010 definition and may be impounded by the City of Perris Animal Control Division. Owners must also keep the dog from biting or threatening people (Section 8.02.070). The city does not publish an official off-leash dog park, so the six-foot leash rule applies in all city parks and on public streets.
