Keeping horses, cattle, swine, sheep or goats inside Tustin is unlawful except in the R-A (Residential Agricultural) District and, where authorized, Planned Community districts (TCC Sec. 4222). In practical terms, Tustin's standard single-family neighborhoods cannot keep horses, cows, pigs, sheep or goats at all; only properties zoned R-A (Residential Agricultural) or an authorizing Planned Community can do so, and only after obtaining a use permit. Section 4221(c) reinforces this by prohibiting the keeping of animals or fowl for commercial purposes in any residential zone other than the R-A District or an authorized PC District. The keeping or maintenance of animals must also conform to the City's zoning regulations (TCC Sec. 4205, amending the adopted county definition to reference Tustin zoning). All livestock keeping remains subject to the general nuisance and sanitation rules of TCC Sec. 4224, which bar conditions causing fly-breeding, obnoxious odors or disturbance of neighbors. Because livestock are confined to a narrow zoning category, owners should confirm their parcel's zoning and secure a use permit through Tustin Community Development before bringing any large animal onto the property.
Keeping livestock outside the R-A or an authorized PC District, or without the required use permit, violates TCC Sec. 4222 and is generally an infraction (TCC Sec. 4210). Conditions that create odors, flies or disturbances may be abated as nuisances under TCC Sec. 4224.
