Quiet hours in Tustin, CA — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
The City of Tustin sets numeric noise limits in Chapter 6 (Noise Control) of the Tustin City Code. In residential zones (Noise Zone 1) the exterior limit drops from 55 dB(A) during the day (7 a.m.-10 p.m.) to 50 dB(A) at night (10 p.m.-7 a.m.). Exceeding it by escalating amounts is a misdemeanor public nuisance.
Tustin's noise rules are codified in its own municipal code (Tustin City Code, Article 4, Chapter 6, Secs. 4611-4625), not Orange County's code, which governs only the unincorporated Tustin Foothills/North Tustin areas. Section 4614 sets exterior standards by noise zone: residential (Zone 1) is 55 dB(A) daytime (7 a.m.-10 p.m.) and 50 dB(A) nighttime (10 p.m.-7 a.m.); commercial (Zone 2) 60 dB(A) any time; industrial (Zone 3) 70 dB(A) any time; special uses such as schools, hospitals and churches (Zone 4) 55 dB(A) any time; mixed-use (Zone 5) 60 dB(A) any time. If the offending noise is impact noise, simple-tone noise, speech or music, each limit drops by 5 dB(A). Section 4615 adds interior limits inside another dwelling of 55 dB(A) day and 45 dB(A) night. Violations are graduated: the limit may not be exceeded for more than 30 minutes per hour, +5 dB(A) for 15 minutes, +10 dB(A) for 5 minutes, +15 dB(A) for 1 minute, or +20 dB(A) for any period (Sec. 4614(b)). The Tustin Police Department and Code Enforcement (714-573-3134) respond to complaints.
Under Section 4625, any violation of Chapter 6 is a misdemeanor, and each day a violation continues is a separate offense punishable as such. Loud parties and amplified noise are commonly handled first by the Police Department on a disturbance basis before formal citation.
