Tustin City Code Section 4616(4) restricts 'property maintenance equipment' (mechanical/leaf blowers, lawn vacuums, parking-lot sweepers). In residential zones such equipment may run only 7 a.m.-6 p.m. Monday-Friday and 9 a.m.-5 p.m. Saturday, and is banned Sundays and city-observed federal holidays. Commercial/industrial zones allow 7 a.m.-10 p.m. weekdays and 9 a.m.-10 p.m. Saturday.
Tustin's code defines 'property maintenance equipment' in Section 4612(18) to include a mechanical blower, leaf blower, lawn vacuum or parking-lot sweeper that pushes or blows dirt, dust, leaves, grass clippings, trimmings or debris. Section 4616(4) prohibits operating such equipment, when attended by loud or unusual noise, in residentially zoned areas at any time on Sundays and city-observed federal holidays, before 7 a.m. or after 6 p.m. Monday through Friday, and before 9 a.m. or after 5 p.m. on Saturdays. In commercial and industrially zoned areas it is prohibited on Sundays and federal holidays, before 7 a.m. or after 10 p.m. Monday-Friday, and before 9 a.m. or after 10 p.m. on Saturdays. Property owners, lessees, gardeners, maintenance services and contractors may not permit anyone working at their direction to violate these hours, and all debris generated must be cleaned up and disposed of per Section 4421. Public property maintenance is exempt, and the Building Official may grant a written temporary exception. The city's own FAQ restates these residential and commercial gardening-equipment windows.
Operating leaf blowers or other property maintenance equipment outside the allowed hours is a misdemeanor under Section 4625; each day is a separate offense. Code Enforcement (714-573-3134) handles gardening-noise complaints.
