Even on larger lots, the keeping of livestock requires the appropriate zoning designation rather than just adequate space. Properties adjacent to Upper Newport Bay or other open areas do not receive automatic livestock privileges. All animal keeping must comply with nuisance ordinances regarding noise, odor, and sanitation. The Orange County Health Care Agency may also regulate animal keeping for public health purposes. Residents seeking to keep livestock may need to apply for a zoning change or conditional use permit, which requires Planning Commission review and public hearings.
