Newport Beach permits beekeeping on residential properties subject to regulations in the Municipal Code. Hive placement must maintain adequate setbacks from property lines and public areas. The number of colonies may be limited based on lot size to prevent overcrowding and nuisance conditions. Hives must be maintained in a manner that does not create a nuisance to neighboring properties including excessive bee activity near property lines, sidewalks, or public areas. A flyway barrier (fence, hedge, or structure) at least 6 feet in height may be required between hives and neighboring properties to redirect bee flight paths above head height. Fresh water must be provided on-site to discourage bees from seeking water on neighboring properties. Africanized bee colonies must be requeened with European stock. Property owners are responsible for managing swarms originating from their hives. The Orange County Agricultural Commissioner registers beekeepers and can provide guidance on best practices. Complaints about bee nuisances are handled through Code Enforcement.
