Newport Beach strictly prohibits feeding wildlife including coyotes, waterfowl, pigeons, and other wild animals on public or private property. The ban protects coastal habitats and reduces human-wildlife conflicts in neighborhoods adjacent to Upper Newport Bay and other natural areas throughout the city.
NBMC Section 7.04.060 prohibits any person from feeding or providing food for non-domesticated wildlife within the city limits. This includes feeding coyotes, ducks, geese, pigeons, seagulls, squirrels, and other wild animals on public property, beaches, parks, and private land. The ordinance was strengthened in response to growing coyote encounters in residential neighborhoods and waterfowl overpopulation at Upper Newport Bay, Back Bay, and harbor areas. Newport Beach Animal Control enforces the ban and responds to wildlife conflict reports. Signs are posted at parks and trails reminding residents of the prohibition. The city also partners with the California Department of Fish and Wildlife for management of protected species. Residents are advised to secure outdoor trash containers, remove fallen fruit, and eliminate other attractants.
Feeding wildlife is an infraction with fines starting at $100 for the first offense. Repeat violations within 12 months escalate to $200 and then $500. Persistent violators may be charged with a misdemeanor. Code enforcement and Animal Control both have authority to issue citations.
