050 (Animal Sales and Services) sets standards for animal-related businesses "for the purpose of protecting residents from their potentially adverse effects," and subsection (D) addresses veterinary services specifically. Animal hospitals and clinics must be entirely enclosed, soundproofed, and air-conditioned, a stricter standard than the general animal-grooming rule in subsection (B) because clinics can house animals overnight. Outside runs or cages, outside trash containers, and offensive odors are prohibited outright, meaning a veterinary clinic cannot use an exterior kennel run or leave a trash bin holding animal waste in the parking lot.

Animal cremation is banned entirely at a Newport Beach veterinary site, so a clinic offering pet cremation services must contract that work out to an off-site crematory. Grooming is allowed only as an incidental activity to the hospital or clinic use, meaning a stand-alone grooming salon cannot operate under the more permissive veterinary-services standard; it would instead need to comply with the separate animal-grooming standards in subsection (B). 050(A). Zoning review of a proposed veterinary clinic occurs at permit application, when planning staff confirm the building design meets the enclosure, soundproofing, and air-conditioning requirements before occupancy is approved.
