Irvine, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

Sec. 3-3-1, the citywide land use matrix, lists two separate veterinary line items and treats them very differently. "Veterinary service, domestic", defined as "a place where animals or pets commonly kept in a residential area are given medical or surgical treatment," with boarding limited to short-term care incidental to the hospital use, is marked "P" (permitted by right) in Multi-Use (3.1, footnote 86: prohibited in the 3.1F subarea), Neighborhood Commercial (4.1, footnote 12: prohibited in the Rancho San Joaquin 4.1C subarea), Community Commercial (4.2, footnote 5: Old Town Irvine parcels must also clear the Historic Overlay District under Chapter 5-5), Regional Commercial (4.5), Retail Office (4.6), and Urban Commercial (4.7, footnote 20). It is marked "C" (conditionally permitted, discretionary use permit required) in the 6.1 Institutional zone, and prohibited ("•") in every residential district (2.1 through 2.5) and every open-space or agricultural district (1.1 through 1.9).

"Veterinary service, livestock", the same use but for horses, cattle, sheep and similar animals, gets none of that latitude: the matrix marks it "C" only in the 1.2 Development Reserve district and "P" only in the 4.4 Commercial Recreation district; it is prohibited ("•") everywhere else, including every ordinary commercial, industrial and residential zone listed. The ordinance itself warns that "the land use matrix is intended to serve as a mere guide" and that "where the text of this zoning ordinance differs from the land use matrix, the text shall prevail" (Sec. 3-3-1), so a specific clinic application should confirm zone-specific chapter text as well as the table.
