Off-street loading in unincorporated Orange County is governed by Comprehensive Zoning Code Sec. 7-9-70.8, which requires non-residential uses that involve the receipt or distribution of materials or merchandise to provide vehicle loading spaces based on gross floor area. The schedule requires: 0 spaces for 7,499 sq ft or less; 1 space for 7,500-14,999 sq ft; 2 for 15,000-24,999; 3 for 25,000-39,999; 4 for 40,000-59,999; 5 for 60,000-79,999; 6 for 80,000-100,000; and one additional space for each additional 100,000 sq ft. Loading spaces must generally be on the same lot as the use, though the Director may approve a shared common loading area on an adjacent lot within 300 feet. For on-street loading, the California Vehicle Code controls curb-zone meaning: under CVC 21458, a yellow curb means stopping only to load or unload passengers or freight for the time specified by local ordinance, and a white curb means stopping only to load or unload passengers (or deposit mail). Red curbs prohibit stopping, standing, or parking entirely. Posted commercial loading zones on county roads are enforced by the OC Sheriff.
