Adopted by Ordinance No. 7" of an electric vehicle charging station. The Building Official administers the program and has sole approval authority. Applications must go through the City's electronic submittal platform and satisfy an application checklist posted on the City's website; the Building Official determines completeness and, if an application is incomplete, must return it with a written correction notice detailing every deficiency. A complete application is limited to administrative review of health-and-safety compliance only, the review "shall not be subject to approval of any associations, as defined in Section 4080 of the Civil Code," meaning HOA sign-off cannot be required for the permit to issue.

The Building Official must administratively approve a complete application that is consistent with the chapter and raises no "specific, adverse impact" finding; only if the Building Official makes a substantial-evidence finding of such an impact may a conditional use permit be required or the application denied, and any mitigating conditions must be designed at the lowest feasible cost. EVCS installed before the ordinance took effect are grandfathered unless later alterations materially change size, type, location, or components, routine maintenance and like-for-like part replacement never triggers a new permit.

Applicants may appeal a Building Official decision to the Planning Commission within 15 calendar days, with a public hearing scheduled within 60 days (90 days if filed between November 1 and February 1), and a further appeal to the City Council under Zoning Code Chapter 2-5.
