Under California AB 1236 and AB 2188, Fullerton must provide streamlined, expedited permitting for residential EV charging station installations. A standard Level 2 (240V) home charger installation typically requires an electrical permit from the Building Division. The CALGreen Building Code (Title 24 Part 11) requires new residential construction to include EV-ready wiring in garages. For multi-family buildings, a percentage of parking spaces must be EV-capable. The city has public EV charging stations at various locations including the downtown parking structure and city facilities. Running charging cables across public sidewalks is prohibited. HOAs cannot unreasonably restrict EV charger installation under California Civil Code Section 4745. The Building Division at (714) 738-6837 handles EV charger permits.
