Chapter 10.48 (Loading Zones) authorizes the Director of Public Works, under Section 10.48.010, to mark loading zones and passenger loading zones next to business entrances or assembly halls. Section 10.48.020 limits how much of a block can be converted to loading purposes: no more than one-half of the total curb length in any block may be reserved for loading zones. Section 10.48.030 requires yellow paint on top of the curb to identify a loading zone, while Section 10.48.040 requires white paint for passenger loading zones.

Section 10.48.050 then spells out what each curb color legally permits: yellow means no stopping, standing, or parking for any purpose other than loading or unloading, with passenger loading capped at three minutes and materials loading capped at 20 minutes; white means no stopping, standing, or parking except for loading or unloading passengers, or depositing mail, capped at three minutes, except that the time limit does not apply outside a closed theater or church. Blue curbs under the same section are reserved exclusively for vehicles displaying a disabled placard or plate under Vehicle Code Section 22511.5, or a disabled-veteran plate under Vehicle Code Section 9105.

Subsection D of Section 10.48.050 makes it unlawful to stop, stand, or park adjacent to any of these legible curb markings in violation of the color's stated purpose once the Director has installed them.
