Parking in Yards in R Districts. The parking of motor vehicles, trailers, campers and boats shall be prohibited on all landscaped areas within the front one-half of the lot except as provided below. a. 02(E) governs where residents may store recreational vehicles, trailers, campers and boats on an R-zoned lot. The baseline rule bans parking any motor vehicle, trailer, camper or boat on landscaped areas within the front half of the lot. Homeowners get a narrow carve-out in subsection (E)(1)(a): an oversized vehicle, camper, trailer or boat-on-trailer can sit on the paved driveway itself, or on a paved strip running between the driveway and the nearest side property line, but it cannot project over any property line and the parking area must stay free of trash, debris and parts.
"Oversized vehicle" is defined in Chapter 203 of the same ordinance. Subsection (E)(1)(b) draws a harder line for business equipment: commercial oversized vehicles and special purpose machines are barred from any yard area on a residential lot, with no driveway exception. The same section allows required yards in commercial or industrial districts to be used for required parking under Chapter 232's landscaping standards, a flexibility residential lots do not get. 020.
Violations & Fines
Code Enforcement treats an RV, trailer or boat left on landscaped front-yard area, or a commercial oversized vehicle parked in any residential yard, as a Municipal Code violation. Under HBMC Section 1.16.010 it can be charged as a misdemeanor, punishable by up to six months in jail or a $1,000 fine, or as an infraction starting at a $100 fine that rises to $200 and then $500 for repeat offenses within a year, with each day of violation a separate offense.
