There is no county-wide cap on pets. Limits on the number of dogs or cats per household are a municipal matter, adopted by boroughs and townships under their zoning and nuisance powers; many suburban municipalities cap households at three or four dogs before a kennel classification applies. At the state level, PA Dog Law defines a 'kennel' as an establishment keeping, harboring, boarding, or selling dogs, and requires a state kennel license from the Department of Agriculture once you keep or transfer 26 or more dogs in a year. The county Health Department's §202 also treats anyone harboring an animal for more than 48 hours as its owner for rabies and disease purposes.
Exceeding a municipal pet limit is a zoning or ordinance violation cited by the local code officer; operating an unlicensed kennel is a summary offense under the state Dog Law.
