Hawai'i County Code sets no fixed numeric limit on the number of dogs or cats a household may own. Instead, control comes through licensing, the barking-dog nuisance rule, kennel zoning for large numbers, and the state animal-cruelty/hoarding laws.
The County of Hawai'i does not cap how many dogs or cats a person may keep at a residence; Hawaii is among the states with no statewide numeric pet limit. Practical limits arise indirectly: every dog three months or older must be licensed and microchipped (HRS Ch. 143); keeping enough animals to constitute a commercial kennel triggers zoning requirements under HCC Chapter 25; a barking dog can be cited as a noise nuisance under HCC 4-24/4-25; and keeping too many animals to care for them properly can become animal cruelty under state law (HRS 711-1109), which becomes a felony at ten or more mistreated pet animals.
No fine exists just for the count of pets, but unlicensed dogs, kennel-zoning breaches, barking-dog nuisances, and neglect of numerous animals each carry their own penalties.
