On the Big Island you may park on the street only in areas lawfully designated for parking. State law lets the counties prohibit or restrict parking where it is dangerous or blocks traffic, and violations are traffic infractions.
Because Hawaiʻi has no city governments, the County of Hawaiʻi controls parking on all county roads through HCC Chapter 24. Sec. 24-187 bars leaving a vehicle on the paved, main-traveled part of a highway except in lawfully designated parking areas. State statute HRS 291C-111 authorizes the counties by ordinance to prohibit or restrict stopping, standing, or parking where dangerous or where it unduly interferes with traffic; such violations are traffic infractions. Parked vehicles must sit within 12 inches of the curb, headed with traffic (Sec. 24-203).
Parking violations are traffic infractions collected by the district court (HRS 291C-111). General Chapter 24 fine up to $100 first offense (Sec. 24-16).
