The County of Hawaiʻi bans stopping or leaving any vehicle—including RVs, boats and trailers—on the paved traveled part of a highway except in areas lawfully marked for parking. A trailer left over 24 hours on any street is deemed abandoned.
Hawaiʻi County Code (HCC) Chapter 24 governs all island roads (Hilo, Kona, Waimea, Pāhoa). Sec. 24-187 forbids leaving any motor vehicle standing on the traveled part of a highway outside designated parking areas. Sec. 24-199 makes any trailer or equipment on wheels left unattended more than 24 hours on a public or private street an abandoned public nuisance, immediately removable by police. On curbed roads, vehicles must park within 12 inches of the curb (Sec. 24-203). RVs used for sleeping overnight also violate state habitation law HRS 291C-112.
