The County of Hawaiʻi follows state law: places of public accommodation with at least 100 public parking spaces must provide at least one EV-charging space, and only actively charging vehicles may occupy it. New chargers must be networked Level 2.
Hawaiʻi County Code Chapter 24 has no separate EV-parking ordinance, but statewide statute HRS 291-71 applies island-wide. Public-accommodation lots with 100 or more general-public spaces must have at least one clearly marked, exclusively enforced EV-charging space; no vehicle may park there while not actively charging. Since January 1, 2022, each new charging system must be at least a network-capable Level 2 station. Owners of multiple facilities may aggregate the requirement across their properties, and may charge a fee for use.
Parking in a designated EV-charging space while not actively charging violates HRS 291-71; enforcement and any penalty rest with the facility owner and county traffic enforcement.
