Kootenai County Code 5.1.201 lets you keep up to five dogs on a parcel without a kennel license. Six or more requires a county kennel license, approved by the board after an inspection confirming adequate shelter and restraint.
Under Code 5.1.201 ("Kennel Licenses"), no more than five dogs may be kept, harbored, or possessed on any parcel of real property unless the owner or tenant first obtains a county kennel license. The application goes to the board and states the owner's name and address, the kennel location, and the types and breeds of animals to be kept. An animal control officer or deputy sheriff must inspect the site and give written approval confirming adequate shelter and means of restraining animals from running at large before a license issues.
Keeping six or more dogs without a kennel license is a code violation; the county may require licensing, and animals at large may be impounded under 5.1.114.
