Keeping many animals is therefore lawful only if it does not create these conditions. Rabies vaccination applies to every dog, cat, and ferret four months or older regardless of number. Animals that create unsanitary or offensive nuisance conditions can trigger civil citations and abatement orders; unvaccinated animals violate the rabies-vaccination requirement separately.
