Corvallis Municipal Code Section 5.03.050.040(11) makes it unlawful to intentionally, knowingly, recklessly, or with criminal negligence place or allow placement of food or other attractants for wild turkeys. The provision is administered by Corvallis Police Animal Control and complements Oregon Revised Statutes 496.731 and 498.012, which authorize state notice-and-removal action for attractants that habituate deer, elk, and other wildlife.
Corvallis Municipal Code (CMC) Chapter 5.03 governs nuisances. CMC 5.03.050.040(11) provides that 'no person shall intentionally, knowingly, recklessly or with criminal negligence, place or allow to be placed in any manner food or other attractants attracting or feeding wild turkeys.' The provision was adopted to address habituated turkey flocks in Corvallis residential neighborhoods. At the state level, ORS 496.731 lets ODFW issue a written notice requiring removal of any attractant that is habituating wildlife, and ORS 498.012 permits ODFW to take wildlife that causes damage or poses a public health risk. Corvallis Police Animal Control handles complaints about turkey feeding, deer attractants, and feral cat colonies under the same chapter. Birdfeeders intended for songbirds are generally permitted, but become a code violation if they begin attracting turkeys, deer, or other large wildlife and the city issues a notice.
Violations of CMC 5.03 (Nuisances) are typically charged as Class C municipal violations with civil fines set by the Corvallis municipal court schedule. Continued non-compliance after a written notice from the City Recorder or ODFW (under ORS 496.731) can result in escalating fines.
