Under Jax Ord. Code Β§462.301, no person shall maintain or feed any animal β domesticated or wild β in a manner that creates a nuisance, unsanitary conditions, insect or rodent infestation, or conditions endangering health or safety. This applies to feeding wildlife such as raccoons, feral cats, and birds in ways that attract pests or create unsightly conditions. Violations are subject to civil fines under Ch. 462, Part 18.
Jacksonville's wildlife feeding ordinance prohibits residents from intentionally providing food to wild animals including deer, coyotes, bears, raccoons, and feral cat colonies. Feeding creates habituation, increases human-wildlife conflicts, and concentrates disease. Bird feeders are generally allowed but must be mounted at least 5 feet above ground and positioned to prevent access by squirrels and larger animals. In bear-prone areas, bird feeders may be seasonally restricted. Feral cat colony management (trap-neuter-return programs) must be registered with animal control. Pet food left outdoors is considered wildlife feeding if it regularly attracts wild animals. Florida's Southeast wildlife patterns influence which species pose the greatest concerns locally.
First violation: written warning and educational materials. Second violation: $50β$200 fine. Persistent feeding attracting dangerous wildlife (bears, coyotes): $250β$500 fine and mandatory removal of attractants.
