HRS Chapter 183D governs wildlife and HRS 195D protects endemic species. HRS 195D-4.5 specifically prohibits taking Hawaiian monk seals. In Kaneohe, these rules are especially relevant around the Sandbar, Mokolii Island, Heeia Fishpond, and the MCBH shoreline where honu and monk seals frequent. ROH does not impose a blanket feeding ban. Local feral animal issues are handled through ROH 7-2 Animal Nuisance provisions.
