New multi-family residential buildings (R-2) require an NFPA 13 system; one- and two-family townhouse groups of three or more attached units require NFPA 13D residential sprinklers under IRC R313.1. Single-family detached homes are not mandated by city code, though IRC R313.2 sprinkler-or-equivalent options may apply for some new builds. Existing high-rise buildings of any age must retrofit to NFPA 13 under Philadelphia Code 4-1006 (High-Rise Sprinkler Law) following the 1991 One Meridian Plaza fire. Inspections and annual NFPA 25 testing are required; certificates filed with the Fire Marshal.
Occupying a building without required sprinklers or with disabled systems violates Title 4 and Code 4-1006, blocking certificate of occupancy. Fines run 1,000 to 10,000 dollars per violation, plus daily penalties, and the Fire Marshal may close the building.
