Propane-fueled outdoor fireplaces are allowed in Philadelphia only under L&I Code Bulletin F-0602 R1 - propane units must burn only propane, stay at least 15 feet from a structure, and be constantly attended. L&I Code Bulletin F-0602 R1 provides that portable outdoor fireplaces fueled by propane 'shall use only propane,' must be completely enclosed, must sit at least 15 feet from any structure (including decks and balconies), and must be constantly attended until the fire is extinguished; they may not be used on a deck, inside a tent, or under any roof. The Fire Code further restricts open-flame cooking and LP-gas appliances: charcoal burners, barbecue grills, and other open-flame cooking devices generally cannot be operated on balconies or within 10 feet of combustible construction, with an exception for one- and two-family dwellings where cooking devices are kept at least 5 feet from combustible walls and 10 feet from combustible ceilings, and LP-gas (propane) containers used with cooking devices are kept at least 5 feet from any building openings. Clearance of at least two feet between ignition sources such as flame-producing devices and combustible materials is required under Fire Code Section 305.1.
Improper use or placement of a propane outdoor fireplace or LP-gas cooking device is enforced as a Fire Code violation under Philadelphia Code Title 4, and the fire code official may order a heat-producing device shut down under Section 603.7 when it presents an immediate fire hazard.
